President and CEO, Massachusetts Cannabis Business Association (MassCBA)
David O’Brien is the President and CEO of Massachusetts Cannabis Business Association with a mission to convene, voice, and advocate for the Commonwealth’s cannabis business community and ancillary services. David has spent his career providing public engagement, government relations and strategic communications counsel to the private, public and non-profit sectors at the state, national and international level. A pioneer in the Massachusetts Cannabis industry, David previously served as the director of East Coast government relations for Weedmaps where he led strategy for cannabis legalization, regulation and taxation. He also developed and provided municipal officials with data-driven research to inform effective adult-use cannabis zoning laws.
In the course of a political and communications career that has spanned thirty years, David has served as President of North Bridge Strategies, worked on eight US presidential campaigns – four as a staff member, and served as a Clinton Administration presidential appointee at the Corporation for National Service and US Small Business Administration. David also held senior positions on Governor Deval Patrick’s political action, inauguration, and campaign finance committees.
David holds a Master of Public Administration from Harvard Kennedy School and a BA from Merrimack College. He is an elected member of the Democratic National Committee and the Massachusetts Democratic State Committee.
Co-Founder and CFO of Holistic Health Group Inc.
Colonel Boothe is the Co-Founder and CFO of Holistic Health Group Inc. (HHG), a Medical and Adult-Use cannabis company headquartered in Massachusetts.
HHG is in the construction stages of a ~32,000 square foot state-of-the-art cannabis cultivation and processing facility in Middleborough, which is also the host community to HHG’s first Medical Use of Marijuana Program dispensary (opening in 2019). In addition to the Middleborough medical site, HHG plans to open three Adult-Use dispensaries by the end of 2019.
Colonel's primary goal is to open the door to the Cannabis industry for other minority entrepreneurs in the Commonwealth of Massachusetts.
CEO & President of Cypress Tree Management
Victor Chiang is the CEO & President of Cypress Tree Management, a license applicant with operations in Fitchburg and Newton. Prior to forming Cypress Tree Management, Victor was a co-founder partner of Balter Capital Management, a hedge fund boutique that had several fund of hedge fund and liquid alternative mutual fund products, and a hedge fund advisory service. Victor served as the firm's Chief Operating Officer and Chief Compliance Officer from its inception. Victor began his career in information technology and management consulting working for Andersen Consulting and Accenture.
Outside of work, Victor volunteers with the Dana-Farber / Jimmy Fund where he co-chairs the Dana-Farber Leadership Council’s Annual Golf Tournament, which has raised over $1.1MM for the Dana-Farber Hospital.
Vice President of Public Affairs, Good Chemistry Nurseries
Meg Collins is Vice President of Public Affairs for Good Chemistry Nurseries, one of Colorado’s leading cannabis companies, headquartered in Denver, CO. Good Chemistry of Massachusetts (GCM) has a dispensary in Worcester, MA and a cultivation in Bellingham, MA. Meg has more than 30 years’ experience in leading lobbying, public affairs, public relations and strategic communications efforts on behalf of energy, environmental and agriculture clients at the federal and state levels. She is known for her ability to navigate complex regulatory and legislative proposals to achieve sound policies and interact politically at all levels of government.
Prior to joining Good Chemistry, Collins was executive director of the Cannabis Business Alliance, president of the Colorado Oil & Gas Association (COGA), and Director of Environmental Affairs for the Colorado Livestock Association.
She serves on the boards of the Colorado Marijuana Industry Group (MIG) and the Burnes Center on Poverty and Homelessness.
Senior Associate, Smith Costello & Crawford
Sira Grant is a Senior Associate at Smith, Costello & Crawford (SCC), a regulatory and legislative policy law firm that has been on the forefront of cannabis law in Massachusetts since 2012. Since joining the firm in 2017, Sira has been actively involved in monitoring the creation, implementation, and interpretation of the adult-use regulations drafted by the Cannabis Control Commission. Sira has submitted public comment on the adult-use regulations, responded to municipal requests for information and qualifications on behalf of clients seeking municipal approval for a host community agreement, and helped navigate cannabis entities through each phase of the adult-use application process.
Before joining SCC, Sira spent three years working for Senate Minority Leader Bruce Tarr as his Deputy Legal Counsel and Legislative Director. While working in the State House, Sira tracked and maintained a database of legislation filed by the Leader, drafted amendments and legislation, and actively participated in Senate sessions.
Sira received her law degree from Suffolk University Law School in 2014 and her Bachelors in History from Gettysburg College in 2011.

Marcus Johnson-Smith is an entrepreneur, writer and marketing professional from Cambridge, MA. Founder of Kush Groove, a cannabis lifestyle accessories brand, Marcus has been a steady figure in the Massachusetts cannabis industry since 2011 advocating for business and legalization efforts at the local level. Also founder of Clearwater Branding, Marcus collaborates with cannabis firms around web design, brand marketing and marketing strategy. In addition to his work with the CBA, Marcus is also an appointee to the Massachusetts Cannabis Control Commission, Citizens Review board, where his team is charged with making recommendations around the states social equity program.

James McMahon, Esq.
President, McMahon Strategic Development, LLC
James McMahon has been working with cannabis clients since 2014, assisting in each stage of development from site evaluation, through final inspections, and into long-term support and planning.
He is President of McMahon Strategic Development, LLC, a regulated development advisory firm with a robust cannabis practice. The firm's clients range from some of the largest vertically-integrated firms in the Commonwealth to some of the smallest microlicensees and hemp farmers.
Karen Munkacy, M.D.
Founder, President and CEO, Garden Remedies
As a cancer survivor, board-certified anesthesiologist, fellowship-trained pain management doctor and former faculty member at UCLA and USC Medical Centers, Dr. Munkacy learned about cannabis medical benefits first-hand. She became interested in the medical benefits of cannabis when she was undergoing debilitating treatment for breast cancer. As a medical doctor, and pain specialist, Dr. Munkacy was stunned by the breadth of the research-based medical applications for cannabis.
An active proponent in the public arena of the use of medical marijuana, Dr. Munkacy is a member of Americans for Safe Access, the largest organization of patients, medical professionals, scientists and concerned citizens promoting safe and legal access to medical marijuana. She was a leader in the successful ballot campaign for the legalization of medical marijuana in Massachusetts and as an advocate and physician, helped persuade the Massachusetts Medical Society to sponsor a physician education program.
